25th & Quincy

Ogden’s housing landscape got a meaningful addition with 25th & Quincy, a 176-unit affordable apartment community developed by J. Fisher Companies in the heart of the city’s Capital Square block. The project brings much-needed attainable housing to central Ogden: a mix of one- and two-bedroom units paired with ground-level retail, structured parking, and elevated outdoor amenities designed for long-term community viability.

Our firm provided full civil engineering and survey services for the project, navigating the complexities inherent to urban infill development on a constrained block steps from Historic 25th Street. Civil scope included grading and drainage design, water, sewer, and storm utility systems, site access and roadway improvements, and dry utility coordination. Survey services encompassed boundary, topographic, and construction staking work across the site.

The urban setting presented meaningful technical challenges, including existing infrastructure adjacencies, tight right-of-way conditions, and coordination with active city systems all required careful sequencing and close collaboration with the development and design team. Proximity to the UTA OGX rapid transit corridor also factored into access and utility planning.

The result is a development that serves a genuine community need while raising the bar for affordable housing design in northern Utah.
